Make Permissions partially-ordered.
Specifically:
* P1 <= P2 iff P1 expresses a subset of the permissions expressed by P2.
* P1 < P2 iff P1 <= P2 and P1 != P2
* vice versa for P1 >= P2 and P1 > P2
