59ed908ee2 Fix invalid format specifier in PartialWebhookState.__getattr__ 
The message for the AttributeError raised by the __getattr__ method of
the PartialWebhookState class is formatted using `str.format`. However,
the placeholder contained a stray ":" before the !r specifier. This
caused a ValueError("Invalid format specifier") to be raised whenever
this method was called in lieu of the AttributeError that is intended
to be raised.

c11dfbca6d on_invite_create requires Manage Channels 
Event on_invite_create (and presumably _delete) require Manage Channels permission.

25a04ed135 Better detection for Cloudflare related 429s. 
At some point Cloudflare started returning some JSON. I don't know how
this JSON looks like.

5c7df3d943 Bump waiting time of GUILD_CREATE stream by number of shards waited. 
2 seconds might be too short and cause it to finish waiting while other
shards are still IDENTIFYing.

ee6f4e85d6 [commands] Allow @ prefixed usernames in DM contexts for UserConverter 
Previously the argument '@user#0000' return None.
To fix this, as this is a common user error, an extra check was added
 to remove the first character from the argument if this is an '@'.
 Discord names may not contain an '@' anyways.

9f2018f439 [commands] Case insensitivity uses casefold instead of lower 
There seems to be very little performance regression in doing so (+5ns)
so might as well go for the more correct behaviour.
